Hello,
if the paint is bleading and cracking it would be better to strip and sand the walls before painting to give it a rougher more abbrasive texture before you prime and paint, it is hard to give an accurate estimat with out seeing what one would be dealing with.

We are a women owner/operator general contractor with journeyman painters with over 10 years experience. It would probably be best to prime and seal the walls before painting them again. We recommend an on-site visit to create an accurate estimate.
